Purchasing Manager

Context And Mission

BSC-CNS is seeking a highly organized and experienced Purchasing Manager to join our team. The Purchasing Manager will be responsible for sourcing and purchasing materials, supplies, and equipment necessary for our business operations, plus managing the public tenders operations. The position will be reporting to the Head of Finance and Administration.

Key Duties

- Develop and implement purchasing policies and procedures to ensure that all purchases are in compliance with BSC-CNS standards and budgetary and public regulations constraints
- Evaluate supplier tenders, negotiate contracts and pricing terms, and monitor vendor performance to ensure quality, delivery, and cost standards are met
- Identify cost-saving opportunities and recommend alternatives to reduce costs and improve efficiency
- Maintain accurate purchasing records and monitor inventory levels to ensure adequate supply and avoid stock-outs
- Cooperate with internal departments to ensure that purchasing meets their needs and requirements
- Manage and coordinate the purchasing team members (General purchasing and Tenders units), providing training and guidance as needed. Team size of 8 people approx
- Guide the resolution of incidents and issues raised regarding public contracting
- Supervise the financial information related to purchasing as the registration of credit reserves to cover new contract's costs in SAP B1 system and registration of validity of contracts

Requirements

Education:
- Bachelor's degree in Business Administration, Law, Supply Chain Management, or related field.
- Specific training related to Public Law (contracting and public administration management knowledge)
- Postgraduate studies in Business Administration, Purchasing or similar

Essential Knowledge and Professional Experience:
- 5+ years of experience in purchasing in a similar position
- Strong skills in Microsoft office. (Excellent in Excel)

Additional Knowledge and Professional Experience:
- Knowledge of the legal regulations of public entities and administrative procedures
- Excellent verbal and written communication (Spanish and English)

Competences:
- Planning and organizing (Structured mindset)
- Ability to work effectively in a fast-paced, high volume, deadline-driven environment
- Leadership skills

- The position will be located at BSC within the Management Department
